U.S. Rep. Marcy Kaptur, who had been a critical Democratic holdout on health-care reform, threw her support behind the measure after assurances that the prohibition against federal funding for abortions would be maintained, calling its passage "profound" for American families.

Miss Kaptur (D., Toledo) said she decided to support the centerpiece of President Obama's agenda after the White House announced that Mr. Obama would issue an executive order reaffirming current law barring taxpayer funds for abortion, except in cases of rape, incest, and a threat to the life of the mother.
